Default WAV-to-MP3 converter?

Anyone know a free WAV-to-MP3 conversion programme? Idealy one that works both ways and allows you to set kbps manually.
I used to use NERO but the CD it was on died

there's a limit to how many files they let you convert on the free version of Media Monkey

Any other recommendations? There's over 2 million pages on google, but at least half of it looks like malware

This program isn't free, but the US$30 spent is well worth it ! CAKEWALK converts these files effortlessly, and let's you adjust EQs and add effects.
